In this clip taken from the two-hour interview, Phil Cannella prompts H. David Kotz, the then Inspector General of the SEC, to reveal their biggest challenge when it comes to policing the very agency that has a duty of policing the financial industry.

In Kotz’s opinion, management is always a challenge for the federal government. In his discussions with Phil Cannella, he explains that managers are often reluctant to take appropriate action against people who work for them when there is wrongdoing or misconduct.

Although taking appropriate action can be difficult and messy and involves litigation and takes time out of regular work, Kotz feels getting the manager to do the right thing is extremely important. Whether it is to terminate or discipline an employee who engages in wrongdoing is extremely important to sanction these actions because it sends a message to the rest of the employees in the agency. This is what he feels will promote a more productive work environment.
